what did you do on 35?  You can only cut the rope on the right hand side... but they slide away from the boat then... there is a bit of ice on a pivot but I haven't been able to figure it into the equation

cut the rope on the right side, the bridge will land on that block of ice on the right and pull the rope on the left side away from the cloud of smoke allowing you to cut it, it will fall into the boat and they will slide down the ramp

You may need to cut chunks off that ice on the pivot to get it to rotate so that the bridge pulls the rope away from the cloud
